Paycheck Protection Program

The Paycheck Protection Program (PPP), established under the CARES Act, aimed to provide forgiveness loans to small businesses, nonprofit organizations, and other eligible entities affected by the COVID-19 pandemic. The Small Business Administration (SBA) faced an enormous task of processing, servicing, and ensuring the appropriate use of these funds amidst the economic turmoil caused by the pandemic. The challenge was further compounded by the urgent need for immediate support to manage the unprecedented volume and complexity of applications, requiring rapid adaptation and scalable solutions.

RP provided comprehensive support to the SBA’s Office of Capital Access (OCA). We swiftly transitioned incumbent staff, ensuring operational continuity, and augmented SBA teams across three loan centers. We managed various aspects of the program, including risk management, loan systems management, financial analysis, and customer service. Our experts processed loan forgiveness applications, maintained loan records, and provided paralegal support for legal documentation. Additionally, our IT professionals upgraded SBA’s technological infrastructure, enhancing its capabilities and help desk services.

RP’s support ensured the seamless processing of over 11 million PPP loans, totaling $755 billion. This included collecting $486 million from borrowers and handling over 150,000 payments on behalf of the SBA. Our efforts facilitated timely loan servicing, forgiveness, and liquidation, ensuring proper fund utilization and compliance with SBA policies. The IT enhancements improved system efficiency and user support, contributing to the overall success of the PPP. Leveraging our expertise and commitment to client satisfaction, RP delivered impactful solutions during times of critical need.

Financial Administrative Support

Following the success of the Paycheck Protection Program (PPP), the Office of Capital Access (OCA) required continued support to manage ongoing program demands. High volumes of applications and financial transactions necessitated robust support across various operational areas. OCA required sustained excellence in program management, financial analysis, IT support, and risk management to handle complex and dynamic tasks. The objective was to enhance the SBA’s capacity to support small businesses while complying with evolving policies and regulations, ensuring precise execution and accountability in all processes.

RP secured a five-year follow-on Call Order contract, deploying a strategic team to manage all phases of OCA programs. We orchestrated comprehensive program plans, implemented proactive risk management strategies, and conducted robust data analyses to ensure compliance and informed decision-making. Our contributions extended to enhancing IT solutions, providing executive-level support, conducting financial audits, and offering legislative and policy analysis. Additionally, we led expansive communication campaigns to amplify program impact and reach.

State Trade Export Program (STEP) Support Services

The State Trade Export Program (STEP) within SBA’s Office of International Trade (OIT) aims to assist U.S. small businesses in expanding their international market presence through trade and export-related financial support. The program requires meticulous financial oversight, risk mitigation, and compliance with various regulations. Ensuring accurate data and maintaining quality across grant applications are critical amidst high volumes. The challenge was to enhance the processing of grant applications, ensure compliance, and meet the diverse needs of small businesses participating in the program.

RP provided comprehensive support to OIT STEP, including financial oversight, risk mitigation, and data analysis. Our team facilitated grants program reimbursements, maintained financial management control systems, and ensured compliance with federal regulations. We streamlined the grant evaluation process using advanced automation tools like Microsoft forms, Power Automate, and Power Query. Additionally, RP organized impactful webinars to share resources and best practices, enhancing program outreach. Continuous data cleaning and pre-processing ensured accurate information for decision-making.

IT Infrastructure Support Services
